BARANGAY CORE V.01 is a comprehensive digital portal for local government units (barangays) to manage community engagement, resident records, public service requests, and automated relief distribution through QR-based authentication. It is a product of ARPULSE I.T. SERVICES, designed to modernize public service delivery, strengthen community engagement, and elevate barangay operational excellence in alignment with R.A. 7160 (Local Government Code), R.A. 8792 (E-Commerce Act), R.A. 10173 (Data Privacy Act), R.A. 11261 (First Time Jobseekers Act), and DILG MC 2019-72.
Resident
Registers online, receives a QR ID, submits document/blotter/booking requests, receives news and relief, and chats with the barangay.
Barangay Admin
The designated administrator assigned by the System Administrator. Full CRUD over residents, requests, news, blotter, assets, treasury, legislative, charter, staff, and settings for their barangay.
Scanner User
Limited-access account for QR scanning and relief distribution recording only.
System Administrator (ARPULSE)
Platform-wide operator: approves barangays, manages trials and subscriptions, branding, agreements, analytics, and system support.
Resident Registration & QR ID Generation
Digital onboarding of residents with unique QR-coded identification cards. Each resident receives a user number (BARANGAY-CODE-####) and a scannable QR for verification and relief claims. Admins approve, reject, or bulk-approve pending accounts; unapproved accounts are flagged suspicious after 3 days and auto-purged after 5 days, with the email blocked from re-registering.
QR Scanner & Relief Distribution Tracking
Scanner-based QR scanning to verify residents in real time and record relief goods claims (claimed/unclaimed). Dedicated scanner users can be created with limited access. The DRRM Relief Logistics Center declares disaster events, seeds bulk relief records for approved residents, and monitors distribution progress.
News, Alerts & Announcements
Broadcast community news, emergency alerts, and official updates with resident reactions, comments, and sharing. Posts can be published immediately or scheduled for later. A community calendar surfaces scheduled events to residents.
Document / Certificate Requests
Residents submit online requests for barangay certificates, clearances, permits, and IDs. Admins approve, complete, reject, print, and issue documents. Digital copies carry an HMAC-secured verify token and a QR dry seal valid for 1 month, verifiable at the public /verify page. Hard copies are dry-sealed. Fees are configurable per document type and business size.
Online Payments & Convenience Fees
Online payments are processed via PayMongo (card, GCash, QR PH). Each online/digital transaction carries a system convenience fee allocated to platform maintenance and uptime. A barangay may optionally elect to add its own convenience cut on top, configured per document type as a fixed amount or percentage, remitted to the barangay. Government-mandated free documents remain free in all formats.
Blotter & Investigation Management (Katarungang Pambarangay)
Online blotter complaints with investigator assignment, case scheduling, hearing notes, and complainant-to-investigator direct messaging. Cases flow through intake → summons → mediation → settlement / CFA / filed / dismissed, with VAWC and sensitive-case tagging and printable blotter reports.
Legislative Records
Maintain barangay ordinances and resolutions with enactment dates, sponsors, governing acts, and attached files for public reference and compliance with R.A. 7160.
RBI Worker & Household Registry
Assign RBI field workers for house-to-house QR scanning, household recording, and vulnerable-sector tagging (senior, PWD, solo parent, 4Ps). Residents can self-declare household details, verified by an RBI worker during visits.
Asset & Facility Booking
Residents request to borrow or rent barangay equipment and venues. Admins approve, decline, track checkout/return condition, and record rental fees. Health/disease-related requests are auto-exempted from rental fees.
Treasury & Cash Book
Barangay treasury oversight: collections, disbursements, and petty cash. Cash-flow entries are auto-created from approved paid requests and bookings (locked). A designated treasurer maintains a synced BarangayStaff entry; correction requests are reviewable.
Citizen's Charter
A configurable Citizen's Charter published under the Ease of Doing Business Act, with per-service fees, processing times, requirements, responsible office, and step-by-step process templates. Residents view it; admins edit and publish.
Staff & Officials Roster
Manage associates, workers, tanod, kagawad, and other officials shown to residents on the portal home, with photos, positions, and contact numbers.
Scanner Users
Create dedicated scanner accounts with limited access for QR scanning and relief distribution recording, separate from full admin accounts.
DRRM Relief Logistics Center
Declare disaster events, seed bulk relief records for approved residents, and monitor distribution progress in real time, integrated with the QR scanner.
Support Chat
Admin-to-resident direct messaging and a separate system support channel between the barangay and the System Administrator (ARPULSE I.T. SERVICES).
Onboarding Tutorials
Bilingual (English/Filipino) step-by-step tutorials for both residents and administrators, covering every portal function and responsibility.
One-time Installation Fee — PHP 5,000.00. Activates two (2) full years of unrestricted access to every module and feature of the platform. Paid securely online via PayMongo (card, GCash, or QR PH). No recurring charges apply during the term.
Online Convenience Fee — System Maintenance. Every online/digital transaction processed through the platform carries a system convenience fee. This fee is allocated entirely to system maintenance and uptime to keep the platform alive, secure, and available. It is not a charge for the issuance of any certificate or document, which remains governed by R.A. 7160 and DILG MC 2019-72.
Optional Barangay Convenience Cut. A barangay may, at its option, elect to add its own convenience cut on top of the system convenience fee for residents who choose the online convenience. The cut is configured per document type as a fixed amount or a percentage of the hard-copy fee, collected together with the system fee at online payment, and remitted to the barangay. If no cut is elected, the resident pays only the system convenience fee. The barangay is responsible for the lawful use and accounting of any cut it collects.
Free by Law. Government-mandated free documents (e.g., Indigency Certificate, first-time jobseeker clearances under R.A. 11261) remain free in all formats — no convenience fee is charged.
Each barangay begins with a one (1) month free trial upon System Administrator approval, with full access to every feature. From day 25, the barangay is invited to transition to a formal subscription.
Upon payment of the PHP 5,000 one-time installation fee, the barangay receives two (2) years of full, unrestricted access. At expiry, the portal enters a secure, read-only lock — all data is preserved, never deleted — until renewal. The barangay may export its records at any time.
All resident and operational data is the sole property of the barangay, collected and processed in strict compliance with R.A. 10173 (Data Privacy Act of 2012). The Provider does not claim ownership over, nor commercially exploit, any barangay data.
Digital certificate copies carry an HMAC-secured verification token and a QR dry seal, verifiable at the public verification page, to prevent forgery. Activity logs and audit trails record administrative and scanner actions per barangay for transparency and accountability.
Row-Level Security (RLS) isolates each barangay's data so residents and admins see only their own barangay's records.
